The My Computer link is in the start menu, but it's just "Computer". The page refresh looks like an arrow in a circle at the right side of the address bar in Internet Explorer.
The icon for My Computer is by default not present on the desktop screen and as rightly said by osprey4, its now just “Computer” in Windows 7. If you click on Start button, in the Start Menu, you can find the option “Computer”, click on it and it will open the Windows Explorer to view the drives and folders in the computer.
In order to have the icon on the desktop screen, please right-click on “Computer” in the Start Menu, and click on the option “Show on Desktop”.

And the page refresh is present at the end of the address bar in the Internet explorer. Please refer to the screenshot below:
