Assuming the 'CD' is the Dell XP reinstallation CD.
If you can't boot to the XP installation cd, then either you have a bad CD, bad CD/ROM drive or a wrong setting somewhere that isn't allowing you to boot to it. Try another bootable CD and see if it works.
For the NTLDR is missing error in XP.
Try the procedures HERE
The above should work, if not, run Diagnostic's extended test on the hard drive and prepare for a clean reinstall of XP.

There is no standard boot from USB for XP. F12 Booting from CD only works if you press enter when it says press a key to boot from cd.
