These are spares, you may install multiple drives in a desktop. By default usually only 1 is installed.
It seems like your hard drive has failed and you will need to replace it. I advise installation of a SSD for best performance.

See here for instructions in downloading Windows 7 with the Dell OEM SLP Activation mechanism:

Run the F12 preboot diagnostics, your hard drive may have failed:

Sounds like your hard drive has failed.
You may try reseating it in case the power or SATA cable has came lose. See the service manual for details:

I took it out and checked all connections made sure they're tight, same error message coming up.
There are three cords unplugged in there, but I don't think they're supposed to be plugged in?
labeled P4 coming from HD with flat black end. From disk drive P7 small white square and P6 flat black end.
I guess this means I need a new hard drive?

No problem, glad to help. If looking to replace the drive the MX100 256 GB SSD is a good price:

I assume when I put in the new HD I will need to re-install Windows 7.
The computer came preloaded with the OS, I don't think I have disks. The computer does have the model # and Microsoft product key stickers on it.
Any ideas on what I can do?

I recieved the new HD.
I watched the first video it seems pretty complicated.
This was a functioning computer,Dell Inspiron 570 running windows 7 home premium.
I'm just changing out the hard drive.
What's the simplest way to do that please?

Changing the hard drive requires installation of the Windows 7 Operating System.
Its not as complicated as it looks. My guide gives an option to download the media presuming you don't have a Dell Windows 7 Reinstallation DVD.
Its not as complicated as it looks, see the written guide below the video it'll take you through all the steps.
