OptiPlex 9020

I have a OptiPlex 9020 which was recently reimaged just over a week ago. A user had been experiencing issues with the desktops with corrupt profiles and several other ongoing issues. After the rebuild the user had an unexpected shutdown. Since Friday when the shutdown occurred the PC has not loaded past the initial boot menu. It will constantly show a loading circle but will not go any further. I ran a diagnostics test and no issues were found. The OS is Windows 8.1. Since the PC was rebuilt only a little while ago I do not want to do so again. Is there anything you can recommend?

The fact that diagnostics passed points to the OS build. Since the OS rebuild was interrupted by the unexpected shutdown and did not complete, your only option is to rebuild it again and then retest.
