OptiPlex 990 SFF Video Card Upgrade?
I have a small form factor, the spec sheet lists two half height PCIe x16 slots. One is blue and the other is black...so I am not sure if I can use a video card in the black slot simultaneously as the blue?
I need recommendations on a cheap half height PCIe x16 card, that has two digital outputs via DVI or HDMI (preferably both the same type of port, either or).

I'm not sure if you can use both ports at the same time. I would think you can. If you'd like a half height card I'd look into the Radeon R7 250 or possibly a Radeon HD 7750 half height card. I have a 7750 in mine and it runs a lot of games pretty well at 720P res.
if you like NVidia look at the GT640

SFF is limited to 25W cards.

Only 25W :( hmm what about connecting the card directly to the ATX12V?
That XPS210 card is a bit low on the ram, is there anything else out there a little better?
