Optilplex 790 takes 5 minutes to boot to XP PRO

Our new Optiplex 790 seems to freeze for about 3 minutes during boot up right after the Windows XP PRO logo screen first appears. The screen goes black and stays that way for several minutes. After that it comes back to life and seems to work ok. I've tried all the usual stuff with no improvement. We've added 2 NIC cards and removed the USB memory card reader, other than that, no hwd anges. Any ideas?

I have a Dell Optiplex 790 Desktop model. It has bios 790-A18 installed. It has an Intel i5-2400 CPU. I have upgraded it with an AMD Radeon HD-5450 video card, a total of 10 gb ram (2 x 2gb plus 2 x 4gb), and a Western Digital 3TB hard disk on UEFI bios, and a PCIx USB 3.0 card.

My system is running Windows 10 Pro x64 and boots in about 20 to 30 seconds.

Go for the Windows 10 free upgrade, it works great on the Optiplex 790 desktop. Just upgrade to bios 790-A18 first. Upon install, Windows 10 loaded all the drivers automatically, I didn't have to add any Dell drivers.

Here is the part number of the Kingston memory that I added to it:
