Optiplex 755 Problem booting from disk

Hi everyone, I'm a newbie so not sure if this is a simple problem or not but would greatly appreciate any help.

I've been working with a used Optiplex 755 but the drive suddenly died on me a few days ago.  I'm trying to just boot up windows with just the setup DVD it came with and no hard drive but I came across this error:

Windows Boot Manager:

Windows failed to start. A recent hardware or software change might be the cause. To fix the problem:

1. Insert your windows installation disc and restart your computer.

2. Choose your language settings, and then click "Next".

3. Click "Repair your computer"

If you do not have this disc, contact your system administrator or computer manufacturer for assistance.

File: CI.dll

Status: 0xc0000098

Info: Windows failed to load because a required file is missing, or corrupt.

Could anyone offer some help with this problem?  Thank you in advance:)

Boot Boot Error 0xC0000098

(Windows Boot Configuration Data file does not contain a valid OS entry)

Hard drive may be bad.

May need clean install on a NEW hard drive.

is caused by incomplete or corrupt configuration in BCD registry hive

Try these steps:

SFC /SCANNOW : Run in Command Prompt at Boot

Startup Repair Infinite Loop Recovery

In BIOS check your sata controller to see what it is set to (IDE, AHCI or Raid)

*******************************************

Error:

Windows failed to start...

Insert Windows installation...

File: CI.dll

Status: 0xc0000098

Info: The operating system couldn't be loaded because a required file is missing

This error is from a Windows PHONE not a 755.

Hi Speedstep, thanks for your help.  There was no hard drive in at the time.  I took it out and trying to run Windows just with a boot disk to see if the system is working fine.  Is it possible to check if everything is okay without the hard drive?

The reason I want to do this is because I plan on selling the system and want to give a fair description before I list it.

Thanks in advance.

With a Live linux disc and no hard drive the computer should work for everything.

I regularly buy Linux Magazine when they have UBUNTU or Knoppix as the Distribution and run it live as a diagnostic disk.  You can also buy it with a dvd and book.

You could also make a live linux boot USB flash and f12 BOOT run  it that way.
