Optiplex 760 SFF Power Issues

I have a Dell Optiplex Small Form Factor PC that will not turn on, after hitting the Power Supply reset button on the back, the green light comes on (on the PS), the CPU fan starts (on high speed) and the power button on the front glows amber, nothing else, no codes light up at all.

Any ideas? If the machine is plugged in there is no green light on the PS so I am suspecting a PS issue.

Thanks for any help.

If the power light is green and the computer is not responding  —  Check "Diagnostic Lights."

If the power light is blinking green  —  The computer is in standby mode. Press a key on the keyboard or move the mouse to resume normal operation.

If the power light is off  —  The computer is either turned off or is not receiving power.

Reseat the power cable into both the power connector on the back of the computer and the electrical outlet.

If the computer is plugged into a power strip, ensure that the power strip is plugged into an electrical outlet and that the power strip is turned on. Also bypass power protection devices, power strips, and power extension cables to verify that the computer turns on properly.

Ensure that the electrical outlet is working by testing it with another device, such as a lamp.

Ensure that the main power cable and front panel cable are securely connected to the system board.

If the power light is amber and green or steady amber  —  

A device might be malfunctioning or incorrectly installed. (Bad CPU)

Remove and then reinstall the memory modules.

Remove and then reinstall any cards.

Remove and then reinstall the graphics card, if applicable.

If the power light is blinking amber  —

The computer is receiving electrical power, but an internal power supply problem might exist.

Ensure that the voltage selection switch is set to match the AC power at your location (if applicable).

Ensure that the processor power cable is securely connected to the system board.

Eliminate interference  —  Some possible causes of interference are:

Power, keyboard, and mouse extension cables

Too many devices on a power strip

Multiple power strips connected to the same electrical outlet

Thanks for the suggestions Speed, I focused in on the "steady amber" you highlighted and I removed the Optical drive, keyboard, mouse, and hard drive, reseated the memory and only the power supply is plugged in, with the same result. I know I am getting power from the outlet since I tested another working device with the same power cord (plugged directly into the wall no power strips) and I am getting an amber light on the motherboard.  I have another Optiplex 760 that works so maybe I will swap out that power supply with my trouble machine and see if that makes a difference.  If not it may be the CPU.  I will post back with the results of that test but it will be a couple of days since the other machine is at a different location.

OK, Posting back...Power supply from the working machine fixed the problem!  I order and installed the new PS and I am back in business.  Thanks for the help and suggestions!
