Optiplex 760 Won't Start
Sometime ago now I bought what was supposed to be a refurbished dell optiplex 760 sff off of ebay, however, apparent now all the seller did was swap out vista for win7, but I digress.
Although a accurate time frame slips my mind, a short time later the computer stopped starting with the power button. I would get the solid amber light and the 3 code.
I was however able to start the computer by pressing in and holding the diagnostic button on the power supply unit. I did this for what seemed like many months, until one day it stopped working. The button would activate the fans but not start the computer.
I purchased a PSU online but after installing it the only thing it did was make the computer clatter with constant on/off, and it did so without the power button being pushed. Literally had to pull the power cord to stop it.
So I sent it back and tried the other route and purchased a system board from a company called AscendTech. After installing it I tried to use my original PSU and got nothing, not even fans turning.
So I've since purchased a new PSU and the result is now a flashing amber power light with the 1 & 3 codes, without the button even being pushed, once again have to pull the power cord to stop it, but this time when the power supply diagnostic/reset button is pushed, the light turns green and the fans run but it won't stay on unless you hold the button in, once the button is released, the computer continues to flash the amber light and 1 & 3 codes, power cord must be pulled again.
I've tried looking for possible solutions in the online manual but the conditions are too generic and don't apply to my particular situation. Would really appreciate some suggestions.

Thank you for writing to the community (DCF) ,I am Jennifer and I work for the Dell Social Media team .
In this case as per your troubleshooting when the power button is amber the system fails to post .And with the diagnostic leds show 1 and 3 codes it could possibly be a system board, power supply, or peripheral failure has occurred.
Do try these steps in the same sequence and provide the result ,

As I mentioned in my post, the only way to power off the system board is to unplug it.
As soon as the power is supplied to the computer the front power button light is flashing amber as well as the 1 and 3 codes. It does not shut off by pressing the button, so leaving the computer plugged in is not an option. When the PSU button is pressed the front panel light become green and the fans start to run, but as soon as the test button is released it goes back to flashing amber.
As for the power unit diagnostic I have performed that in the past, which is why I replaced the PSU and the system board. Both are new in the computer.

Hi,
In this case I would confirm that the power supply unit and system board is working fine but the power is not transmitted to the peripheral devices.
Power off the system by unplugging it ,disconnect all the peripheral devices as such as memory modules ,hard drive ,cd drive ,then turn on the system with one component at a time .
I suspect the memory modules to have gone faulty ,but still will await your reply.Do send the service tag of the system via private message so that I can look into the details of the system .

Hi
i would like to ask a favor,actually when i plug in my computer and press the power button a yellow light appears for a sec and turns off ,after i re plug my computer it starts normally but this problem is happening daily.i would be thankful if u could diagnose my problem
