I would like to add a graphics card that requires more than the 35W available with the Optiplex 790 slot. Is it possible to power a better card directly through a power connector without causing any issues?
Dell manuals HERE <ADMIN NOTE: Broken link has been removed / replaced from this post by Dell>say there are 4 different size case for the 790, which one do you have.
The specks for the 790 mini tower PSU are, 265w PSU. With that you will get quite a few cards, like the 5670, 6450,6570, and the 6670. There will be no dought more, but if it says 400w, then your PSU will run it.

Wattage Maximum Voltage Heat Dissipation
Mini-Tower 265 W 1390 BTU/hr 100 VAC to 240 VAC, 50 Hz to 60 Hz, 5.0 A
Desktop 250 W 1312 BTU/hr 100 VAC to 240 VAC, 50 Hz to 60 Hz, 4.4 A
Small Form 240 W 1259 BTU/hr 100 VAC to 240 VAC, 50 Hz to 60 Hz, 3.6 A; Factor 100 VAC to 240 VAC, 50 Hz to 60 Hz, 4.0 A
Ultra Small 200 W 758 BTU/hr 100 VAC to 240 VAC, 50 Hz to 60 Hz, 2.9 A Form Factor
The issue is that with the 790, 35W is the max watts to the graphics slot. The 780 and most others provide 75W. Few graphics card max out under 35W.. So I am asking if I can use a card requiring more watts by powering directly through a power connector without causing any issues.. Has anyone else done this to the Optiplex 790 MT?
