GX620 specs as 945 chipset. I don't think that supports processors beyond single-core, but I could easily be mistaken. You can look that up on the Intel site, as to what is compatible with what.
It's a generalization, but a pretty strong one, that you can no longer update across generations of chipsets or processors. It's a deliberate marketing 'philosophy' on the part of Intel and their OEM partners, because they profit from new system sales, not piece-part upgrades.
Other contributors here may be able to give you an answer more direct to your exact circumstance.
From the CPU supported list, I945G support Core 2 Duo CPU. So I just wanna confirm is it Dell GX620 allow/support Pentium E2XX0 series CPU? Because E2XX0 also base on Core 2 Duo architechture.

I don't know how specific the 620 manual is, but it says "945 Express". Whether that is the same thing as 945G, I can't say.
I take it you found the Intel site a bit cryptic. So did I. If the Intel specs don't answer this for you, perhaps someone here can.

You cannot use Core 2 Duos or the Pentium Dual Cores. The VRM cannot handle these processors.
