PCI Raiser not recognised!

I am working at a school which is using Dell Optiplex 170L machines to run music software.
The problem I have is that to install the sound cards (EMU PCI 0404) I need to use pci raisers because they dont fit in the half sized case. 
I have had no joy getting windows to recognise the sound cards as new hardware when they are in the pci raisers.
There is no such problem when they are in the normal pci slots but the case wont close.
I have looked in the bios to see if there are any options for the pci raisers but I have had no luck.  
I have also installed the most recent drivers for the BIOS, but to no avail.
 
Does anyone else know what else I could try to reslove this issue?

I may not fully understand the question but...
 
The riser card is merely an extension to allow one or two more horizontal peripheral cards.
If the riser card is properly seated (very important) any card placed into it should be recognized.
 
Most Desktop and Small Form Factor Optiplex units I've worked on have at least one anchor screw or clip securing the riser card in place.

This is the frustrating thing! Although it need a bit of a push to get it in the riser seems to be slotted in correctly. Is it possible that the riser is not compatable with the slot? Or could it be a driver issue?

I don't remember any driver for the riser.
If you look at the card edge of the riser be sure that it looks uniform the full length of the card from front to back
as viewed from the side. You are to view the pins (gold teeth) along the PCI socket. It should not appear higher
on one end or the other.
If okay, then I would suspect something else wrong.
If you have a known good PCI card like a modem or different sound card try that in one of the riser slots.

Ok I have tried a network card in the pci raised slot and it was recognised, however when I uninstalled it and then tried it again in the pci raiser drive it was not recognised.

I have tried the same with a number of other raiser drives but with no luck.

The wierd thing is the drives work in the optiplex GX60

This issue has been resolved now, but a new problem has arrisen. see more recent posting.
