If the system is not detecting the added card you can go into device manager and uninstall the onboard video. Shut down the system. Make sure the monitor is plugged into the added card Start the computer and install the added cards drivers. There are also no Windows 10 drivers available for this computer through Dell. You also will need to install the chipset drivers prior to installing any hardware drivers in the system.

I was able to solve the issue by using cpuid cpu-z . Thanks for all the help!
