Power indicator on PC - flashing red light - computer not booting up

My problem is with the OptixPlex GX400 - a desktop PC (not a laptop). I shut down my PC prior to leaving for a vacation. I've just returned, and when I attempt to power on the PC, the power light flashes red - and there is no "starting up" of the PC (i.e. the fan turning on, the CPU firing up)....any ideas what's happened?
 
I've unplugged, replugged, etc. to ensure no loose connections existed. Has the hard drive failed? Motherboard?

Try to reseat everything that can be reseated (CPU, RAM, Powercables etc.)

If that doesn't help, try to boot the machine with the minimum hardware required, only CPU and 1 memory module, NO FDD, HDD, PCI-cards etc. If it helps, put 1 piece of hardware back at a time and see when it stops working. That is propably the faulty piece of hardware.
