I did check the fans, and the main one (the one surrounded by the green shroud, I presume this is the "CPU cooling fan". It was still working (there was air blowing out of the top of my tower), but I couldn't tell (even with my PC cover open) whether the video card fan was working. I've had a video card fail on me on this machine before.
How can I tell for sure if the video card fan is working? Will that fan send the BIOS error message that I'm getting at bootup?

Open the case cover and turn the PC on. Are all the fans spinning?
