Would help if you post the beep code. They're all listed in the manual, page 8.
Did you try clearing BIOS after installing the new RAM?

I do not know what the "R" was in your memory specifications, 10600R.
Dell validated 2GB sticks =DDR3-1333 PC3-10600 667MHz, 166Mhz memory clock

R, means REGISTERED.
Maybe this is the problem.
Anyway, memory works in the GIGABYTE board. Strange!
That board was made for i7's! Not even zeon's. It works with registered memory and a Dell workstation doesn't?
Strange. Tomorrow I will try the X5650 in T3500 with the registered memory.

I have also cleaned the CMOS. No juice...

The error code is 1-3-2. Means "1st 64 K RAM test in progress or failure".
Also, the led "1" lights up. Means "No memory modules detected"

Registered Ram is Buffered and therefore does not work.
There are 2 kinds of ECC registered buffered and NON Registered Non Buffered.
24 GIGS Tri channel Ram is the max for the T3500 aka 6 X 4 gig module.
