OK. I tried to get an answer from MS. They tell me that since I own a Dell computer and IE is factory installed, Dell is responsible for support.

So, here goes: This I took from the below referenced URL:

This article lists the files and the contents of the cabinet (.cab) files that are included in the full version of Internet Explorer 5.01.

Contents of the Dcom95.exe File
Rpcrt4.dll 321296 10/21/98 4.71.2900.2

It appears the RPCRT4.DLL is related to MSIE 5.01 or 4. However, I am running IE 5.00.2614.3500.

So what?
Now what do I do? I have spoken to several Dell techs regarding this, but they just tell me to change msconfig. I already have it set they way one tech suggested and all applications seem to work fine except for this one glitch.

It's hard for me to imagine that noone else has received this error message, since I have seen it on several different, Compaq and Dell, computers.

Try the following steps:
  1. Insert the Win98 CD-ROM and close the window when it pops up.
  2. Go to START | PROGRAMS | ACCESSORIES | SYSTEM TOOLS | SYSTEM INFORMATION | TOOLS | SYSTEM FILE CHECKER.
  3. Choose "Extract one file...," type RPCRT4.DLL in the blank, and click START.
  4. Next to the "Restore from" blank, hit BROWSE.
  5. Click the plus sign (+) next to the CD-ROM drive, highlight the Win98 folder, and click OK.
  6. Click OK again. Click OK on the Backup Folder window, then let the system reboot.

Thank you very much for the reply. FYI--It seemed that some of the errors on this new computer were related to McAfee. So, I paid close attention to the
DAT files and, indeed I had diligently downloaded the
4061 file. Since having updated to 4062, no more RPCRT4.dll errors. Today I installed the latest, 4063.
Time will tell.

I will keep your posting on file as I'm sure it will come in handy in the future.
