Restore Options - cannot run ANY .exe file
I'm just setting up a new 3020M and now I cannot run any .exe files. I cannot run System Restore from the GUI, nor can I run it from a CMD prompt as I can't run the cmd.exe. I also cannot run regedit.exe.
I have not created backup disc's yet and am not even sure that I could run the program.
Any assistance would be appreciated.

You have rootkit malware and will have to reinstall from scratch.
HKEY_CLASSES_ROOT hive, most of which will be begin with a period:
Each of these registry keys stores information as to what Windows should do when you double-click on a file with that extension.

Thank you all for your posts. The issue was a rootkit. I was going to reload the OS but I didn't have a disk (only had the Windows 8 disk that came with the box). I ordered a Win 7 disk and it should be here in a few days. However, I got frustrated and started to think. I have a rootkit removal program that I had not tried. I don't use it too often (or not lately anyway) so I forgot that it uses different application extensions. I ran the MS-DOS version in safe mode and it ran. It removed the rootkit and I was able to proceed.

Thank you for writing to the Dell Community Forum.
Looks like the system is compromised with virus, which has corrupted the system files. Request you to try log on to system in safe mode (Start tapping the F8 key while powering the system and select safe mode). Backup up all important data from the system. You can try the Microsoft fixit using this link http://bit.ly/1LmR7sj. If this does not work you can restore your system to factory settings using this link for Windows 7 http://dell.to/1sU6QJ3 and for Windows Vista http://dell.to/1H3M8N7.

If you're within 30 days of invoice date (not delivery date), Dell Tech Support should give you free software support for Windows. Or, if within 21 days of invoice date, you can ask Dell to replace the system for you.
Beyond that, all they'll do for free is give you the Windows (what version?) reinstallation media under warranty and you'll have to do a clean install. If it's a hard drive failure they should replace the drive under warranty.
Sure hope personal files are all backed up...
