This is not a BIOS problem and you would likely get a better response if you posted in the Software forum for the version of Windows you are running. Still, you need to be more specific.  Which files are missing?  Are you asking how to clear the list of files that are not checked on the startup tab of msconfig.  Assuming you are running Windows XP, post your question along with the specific details in the Software - Windows XP forum.

when i start up my dimension 4550 it says that this system hasn't restart because of [TIME] any ideas?

Zappy540, if the message you are receiving is occurring when the BIOS is loading during the initial startup of the computer then try changing the motherboard battery.  Given the age of your system a failing battery could be the cause.  A new 3-Volt, CR2032, coin cell battery can be purchased for around $3 (US) and is available at any Radio Shack, computer stores and most discount stores.  The User Guide that came with your system will explain in detail on how to change this battery. 

Before installing the new battery I would also clear the NVRAM.  This procedure is safe to do and won't harm any data on the hard drive.  Just do this...

With the machine unplugged from the wall remove the battery from the motherboard.  Then with the machine still unplugged press the On button for several seconds to dissipate any remaining electrical charge on the motherboard.  Then re-install the battery, plug the machine back into the wall and see if it will boot normally without any error messages.
