It could also be the cable that connects between the motherboard and the front panel assembly. Reseat the cable connector, at least at the motherboard end and see if that makes any difference.
Unfortunately the Dell manual doesn't show the hard drive light connection to the motherboard.

I do believe a SATA cable will supply that information.
