I know this is a year old - however, I'm upgrading one for a customer, installing an X5650 chip, and getting the same error, I suspect Dud CPU.

"BIOS must be updated BEFORE changing CPU." - this one is fair obvious - and was performed before changeover.You seem to have been looking at the same page I was.Multimeter confirmed that voltages were fine.Thankyou - I can confirm that it's not just me - there may well be something wrong with the CPU.

Solid Amber — System fault(Motherboard), but +5VSB Power Supply is good—normal operating state (S0)
BIOS must be updated BEFORE changing CPU.
Pb7 is dead motherboard/cpu

Yes it was resolved - the CPU was malfunctioning.I obtained another X5650 and replaced it with complete success.

Yes it was resolved - the CPU was malfunctioning.
I obtained another X5650 and replaced it with complete success.
