Start off by replacing the motherboard batteries on both because they're probably dead.

  1. Power off, unplug
  2. Press/hold power button for ~15 sec
  3. Open case, remove battery (see each model's service manual on Dell's Support site for details)
  4. Press/hold power button for ~30 sec
  5. Install fresh 3-volt CR2032 lithium ion battery (~$2)
  6. Close case and try to boot with only mouse, monitor and keyboard connected

thank you. actually, i opened the case and blew dry the motherboard. i reseat memory, PCI cards etc. used vacuum cleaner to clean the inside. i checked battery with multimeter and battery was fine. T7600 came up after all this cleaning procedure. but T5600 did not come up. not sure why. both of these PCs were sitting in the basement for a year and i am guessing that something happened to them because of high humidity

At least try clearing BIOS on the T5600, even if you don't install a fresh battery.

What color is the power button on the T5600 when it won't boot and is it steady or blinking?

Do you see a Dell splash screen or anything on the monitor? Do any of the diagnostic LEDs on the T5600 remain on when it fails to boot? Check the manual for error codes.
