Before going to all that trouble, you might check the Microsoft Knowledge Base at the Microsoft site, and do a search to see if they have an article called How to Troubleshoot Windows 98 Shutdown Problems. I have Win95 version and assume there's a Win98 version. It's pretty comprehensive and should guide you to the right diagnosis.

Do you visit Windows Update regularly? There is a download there for shutdown problems. Might solve yours.

There are no official... this is it... that causes shutdown problems. Win 98 second edition seems to have more problems than the earlier version of win98.Right click on MY COMPUTER,left click on properties to check your version. Check Microsofts web-site for updates/fixes for this problem. In my experience I have found that it could be a variety of problems. Check/remove your anti-virus program temporarily, remove microsofts intellipoint mouse software, remove your ethernet card check-it /diagnostic software(running in the background), look for updates on your video display updates on your video display site(could be running in the background also...ATI,etc..),make sure win98 is not set under msconfig to fast shutdown. I have found that reloading the OS versus image has corrected shutdown problems. The problem is due mainly to a program running that is not closing on shutdown(use ALT,CTRL,DEL and end tasks running ) to check and see which one is causing the problem ...works some of the time.Good Luck!
