I prefer the Reinstallation DVD as it allows for a true clean install and has no McAfee. The Recovery USB is a better option for systems with no optical drive but has McAfee preinstalled and may offer worse system performance.
That is the web site I was trying to get the disk from, used your link and the only difference now is I get a message 'B/U dispatch media initiating' 'please wait' Wait and nothing happens?? For the other question I am in US and just purchased my PC

Depends on the OS version and Model Dell and what country you are in. An additional requirement is that your warranty be in effect.

You are in the US if the system is in warranty you should be able to request it at:
www.dell.com/recoverymedia

You should Register your Dell
Then call customer service.
If you Just purchased a NEW Dell From Dell you can also make a Bootable reinstall Flash Drive.
Must be 16 gigs or Larger. I like the $50 thumb drives from microcenter that are 128 gigs.
