I think you are trying to use TweakUI to perform the same function you could perform in Add/Remove Programs, except that the program listed does not exist any more on your computer. To remove the listing from the Add/Remove Programs menu, follow the Registry editing instructions

In the TweakUI applet, two tabs may be of interest to you. The "Control Panel" tab enables you to hide icons that appear in your Control Panel and, the "Add/Remove" tab enables you to hide an entry in the Add/Remove Programs applet in Control Panel. Keep in mind that these merely "hide" the entries...it does NOT remove them from your computer.
In your case, a better course of action may be to re-install the offending program then, uninstall it properly. There is almost certainly bits and pieces left over from the "deletion" as evidenced by it remaining in your Add/Remove listing.
An improper deletion prevents the add/remove from working. As well it leaves a lot of useless and sometimes dangerous junk behind.
always use the program's uninstall if available, and if there isn't one, use the add/remove utility. Many people use Cleansweep to register programs and delete them automatically. Cleansweep makes a compressed copy of the program and stores it for you in case you need to put it back.
