Typing quotes or double-quotes

Whenver I need a single or double quote, the keyboard doesn't function properly. When I press the key, I get nothing on the screen. When I press the key a second time, I get two sets of the single or double-quote. What is going on here? I have a Dell Inspiron 8000 laptop.

This sounds like you have set your keyboard layout to US International giving the following results:

When you press the APOSTROPHE (') key, QUOTATION MARK (") key, ACCENT GRAVE (`) key, TILDE (~) key, ACCENT CIRCUMFLEX key, or CARET (^) key, nothing appears on the screen until you press the a second key. If you press one of the letters designated as eligible to receive an accent mark, the accented version of the letter appears. If you press an ineligible key, two separate characters appear.

If you want to check/change this setting under WinXP, go to Control Panels -> Regional and Language Options -> Text services and input languages. What is your Default input language? Mine is English (United States) - US even though I am in Australia.

I have the same problem as above, but I'm running Windows 7 and have a KM632 wireless keyboard. I tried the steps above, but nothing changed. Advice?
