Try plugging something other than the computer into the outlet you have the UPS in, and leave it on for a while (lamp, etc.). If you see it dimming/turning on and off, there's your culprit - faulty house wiring. You'll want to talk to a licensed electrician about that. You might also try plugging the UPS/System into an outlet on another circuit, and, after giving the UPS an hour or two to charge, start the system and see if you're still getting the beeps and lights from the UPS. If you are, and you're sure you're plugged into a different circuit, there's probably a fault in the UPS. If the UPS is made by APC, it's probably going to be covered by APC, rather than Dell, as far as any warranty adjustments. You can get more information on APC warranty service here.
