I can go to Intel website and check it out, or measure the speed of my 512MB USB2.0 memory stick. But there must be an easy and clear way to find it out. Common Dell. Did you find out the USB card in question is USB 1.x or USB 2.0? I am also having the same question but so far not found an answer.
To your other question related to upgrade, the answer is Yes you need to buy new Hardware in case the current one is confirmed to be USB 1.x
