One question...What is the Device?

Dimension 8100 Series, P4 1.8 Ghz
64 MB DDR NVIDIA Geforce3 4X AGP Graphics
60GB Ultra ATA/100 Hard Drive
Windows ME
Turtle Beach Santa Cruz DSP Sound Card
Harmon Kardon HJ-695 Surround Sound Speakers

It's an audio/video capture device (from X10). I've tried both powered and unpowered USB hubs, bottom line is the system won't boot if this device is plugged in.

I have the same problem. Device is X10 VA11A imaging device. X10 support suggested the following:

This problem is usually related to a missing update. Go to Microsoft.com and make sure you have all WinME updates installed. Then go to the following URL and get and USB chipset updates as well as any available bios updates. I might also contact Dell support for updates for your system.

So far, no luck. Any suggestions?

I solved the problem by buying a PCI USB card (as low as free for USB 1.1, $10 for USB 2.0) and plugging the device (I also have the X10 VA11A) into that. Since the Dell BIOS doesn't see the PCI card until Windows boots, there is no problem. It seems to work fine.

I eventually solved it too, by enabling USB Legacy support in the BIOS setup.
