Uninstalling Non-Plug and Play Drivers

If I uninstall a "Non-Plug and Play" driver using Device Manager, will the uninstalled driver be automatically reinstalled  -- if it is needed --  when I when I reboot my PC ????
 
The driver in question is called PartMgr, and Device Manager lists the status of the device, as follows:
 
"This device is not present, is not working properly, or does not have all its drivers installed. (Code 24)"
 
I tried to Disable the driver (my only other option) and my PC blue-screen at reboot.
 
Using "Last Known Good Config", I was able to get back up and running.
 
I have no idea what this driver is -- or does -- so any and all input/suggestions are welcome!

1. What is the model of Dell?
 
2. What software was installed prior to this problem?
 
3. More history of this problem please.
 
4. If you installed Intel Application Accelerator software, remove it and reboot the PC.

I'm running a Dimension E310 that recently ran into some BSOD problems (since fixed, via a Windows XP repair).
 
I have not recently installed any software, and the only real problem is the fact that Device Manager has flagged PartMgr (and one other driver) with a yellow exclamation mark.
 
When I followed the Troubleshooter instructions for the driver, the Code 24 message shown in my earlier post was displayed
 
At that point, my only option (other than to Disable, as described earlier) was to Uninstall and then Reinstall the offending device from a list of hardware devices provided by the "Add New Hardware Wizard" (as instructed by the Troubleshooter).
 
Which brings me back to my original question: How do I know which device to choose from the "Add New Hardware Wizard" list to reinstall, if I don't know device the PartMgr driver controls?
 
FYI:  The PartMgr Properties Page says PartMgr is a Microsoft 5.1.2600.0 driver; 
StartUp Type = Boot.
 
Also, I tried to install that Intel Application Acelerator (at the direction of a  Dell Support Tech) to solve my earlier BSOD problem, but the Applcation Accelerator wasn't compatible with  the Intel Chipset (also updated at the direction of the same Dell Support Tech) and thus wouldn't install.
 
I'm  tempted to just ignore the problem -- rather than randomly uninstall/reinstall drivers and make things worse -- but I'm afraid that ignoring the problem will only come back to bite me down the road.

Right click on Non-Plug and play drivers in Device Manager and select scan for hardware changes, see if is reinstalls the driver.
 
partmgr is not really hardware, it is a windows core service, I am not sure how to reinstall it either, but I am looking.

If you cannot find a resolution for this problem, I suggest doing an XP repair install as described in this article.
 
 
 
after the repair, do a Windows update several times, until all are installed.

Right clicking on Non-Plug and Play Drivers in Device Manager and then scanning for hardware changes did not reinstall the driver.
 
I actually did a repair install of windows a couple of weeks ago, to correct a BSOD problem I was having.  The repair install corrected the BSOB problem -- but not the PARTMGR driver issue and a similar issue with a driver named INTELIDE, which remain unresolved to this day.
 
I'll take a look at the link you provided, and maybe try another repair install of windows
