No this requires a new motherboard and case as the case will only fit the original mainboard and essentially you will need a new PC such as the OptiPlex 3020/9020 and XPS 8700 or second hand earlier versions such as the OptiPlex 790/7010 and XPS 8300/8500.
2. 8 GB RAM
4 GB is the maximum. but DDR2 RAM has went up in price quite a bit these days. A SSD such as the Crucial MX100 will give you the best performance boost.
3. Window Seven
Yes the 32 Bit version will work best use these drivers. The 64 Bit version will also work but theres little advantage as theres only 4 GB of RAM maximal. For Windows 8.1 the 32 Bit version will work but the 64 Bit version won't install due to elevated processor requirements:
Note this system also lacks in graphics aswell and the card slots on the unit are limited making upgrades more difficult, in addition to the processor so it may be more economic for you to buy a new system given the price of the Windows 7 license.
