Using XP software on new MT620
I have a Dimension 8200 that came with XP and included Word and Excel. I'm considering buying a new Dell MT 620 which comes with Windows 7 Premier but no Word and Excel. Can I use my old XP versions on 7?

You can only use the Word and Excel applications if you bought them separately (NOT with your computer). Otherwise, you got OEM versions of the software - at a substantial discount - but they can only be used on the original computer.

You can use XP versions of software with Windows 7 Pro or Windows 7 Ultimate by installing XP Mode.

You cannot use OEM software that came with another computer, even if run in a virtual machine.
You can run an XP virtual machine without XP Mode, for those versions that do not support it ... you just need your own valid/unused license, and you have to install it yourself.
