I finally decided that the card was shot and bought a new Nvidia GeForce 7600 (EVGA).  The new card provided the same code 10 error.  I called EVGA and tech support thought that either the new card was bad or my PCI-E slot was shot.  Having had the same problem with both cards, I assume the PCI-E slot may be causing the problem. 
 
I decided to try a PCI card to see if that would work and purchased an Nvidia GeForce 5200 (PNY).  The new card again provided the exact same code 10 error.  Again tried all remedies noted above and still can't get the card to work.
 
I've searched through the Dell forums as well as many others and am at a loss for any additional possible solutions.  Any advice on what may be causing this problem and how to fix it would be much appreciated.

You may be faced with a windows reinstallation or "repair" windows scenario to correct the problem.
 
Repost your problem and your efforts to correct the problem in the Windows forum.  See if that is the conclusion of forum members there and for instruction on how to perform the repair.
