Video Issues with Optiplex 780 USFF

Have an issue with 780 USFF. When PC goes into Power saving mode. It will not wake up. LCD displays message " Video input not found auto selecting". After a couple of minutes video finallly comes on. Also when using a KVM, system will not boot with kvm on port pc is attached to. You get a video error 24 on the front panel. Switch to another channel then back an system boots right up.

* Power the PC off
* Connect a monitor directly to the PC video card
* Disconnect all USB devices except for a mouse and keyboard
* The mouse and keyboard should be plugged into USB ports on the rear of the PC
* If using a wireless mouse and keyboard, the transmitter should be plugged into USB port on the rear of the PC
* Power the monitor on, then the PC
* Let the PC go into PowerSave Mode. Wake it up using the mouse. What happens?
