Vostro 200 won't start up

Hello, When I press power nothing happens. It did this the last time I turned it on, It wouldn't start but after several power button presses it eventually started. Now it won't start at all, I've tried several times over a few days and nothing happens. I've tried 2 power cords that plug into the wall so I don't think it's that. I did notice when I leave the power cord out for awhile the yellow light on the motherboard goes out. Then when I plug the power cord back in that yellow light comes on aswell as a green light that is on the back of the computer close to where the power cord plugs in. But when I press the power button on the pc the green light goes out. I tried that thing where you put a metal paperclip in the green and black wire spots of the power supply connector that plugs into the motherboard. The fan did come on when I did that.

If the power light is steady amber, there may be a power problem or an internal device malfunction.

Ensure that all power cables are securely connected to the system board (see "System Board Components" on page 106).

Turn off the Vostro 200, remove power cord and hold power button in for about three minutes, reconnect power cord and power system on and see if this makes a difference.

No difference, try the following, if you are comfortable working around computers:

Note: The only 100% method of testing a PSU, is to install a known working power supply.

Unplug the cord from the power supply, hold the power button in for about 15/20 seconds, open the case, unplug the 24-pin power connector from the motherboard and jump the Green wire to one of the Black wires, reconnect the power cord and power the system, if power supply and case fans and the hard drive run, then the PSU should be good.

Note: Do not remove any wires from the plug, use a small piece of wire or a paper clip as a jumper.

Power supply checks out, again disconnect the power cord, hold the power button in for several seconds to discharge the residue power, reconnect the 24-pin connector to the motherboard.

Remove all PCI cards from the system, take out the video card [if applicable], disconnect all peripherals, except the monitor, mouse and keyboard and disconnect the power & data cables from all drives. 

Reconnect the power cord and power system on, see if you get a different LED indication on the power button, or 'Beeps'.

No difference, remove the memory from the system and try again.

Still shows no signs of life then you are looking at a motherboard replacement & maybe a processor. 

Note: The processor rarely fails and the only method I know of checking a processor, is to install it a compatible working PC, or use a known working processor.

Check the reading of the power button LED, is it Steady Blue, Blinking Blue, Steady Amber, Blinking Amber or is it Off?

Are there any 'Beeps', or error messages, if there are, please post the exact text of the message?

It's steady amber. There are no beeps or messages.

Looks like I'm out of luck, I tried all that stuff and no change at all. Thanks for the help.
