What is USB PowerShare?

I found the entry at Wikipedia but I would need an engineering degree to understand it. Can someone tell me in plain English what PowerShare is for?

Also, does anyone know how big a flash drive I'm going to need to make a recovery disc for an XPS 8700 with Windows 7 Home Professional?

W7 takes up ~12GB

A 16GB Thumb Drive will do.
