Windows 98 shutdown bug from clean install

I have repartitioned and reformatted my hard drive (including wiped clean by writing zeros to the entire drive) and reinstalled Windows 98SE on it multiple times, but I can't get rid of this error.  From the first time I run Windows, it hangs on the "Windows is now shutting down" splashscreen. 

There is a conflict on my PCI Multimedia Audio Device that I can't get rid of.  I can't get to Internet to try to solve the problem automatically through Windows Update either.  I downloaded all the audio drivers listed on the Dell website for the XPS T450 models.  The problem persists.

My thinking is, since I have wiped the hard drive totally clean several times and tried to do a clean install, the problem must lie elsewhere.  Possibly the BIOS(?).

I am running a Dell Dimension XPS T450 with a Pentium III 450 MHz.  128 MB RAM.  6 GB hard drive.

Any help would be greatly appreciated.

EUREKA!  RAM needed to be reseated.  I discovered this after about 50 hours of researching and troubleshooting.

i am experiencing the same problem with my audio device.  i have tried reseating.  the only articcles i have found adressing this topic so far have been addressed towards ealier or later systems.  not towards my own system.  wich is also the xps t450.  i have tried all day in search of drivers for the sound card but to no avail. the link to a driver on dell to a turtle beach montego II is dead.  any suggestions?
