Did they install another D8400 motherboard or something else?
Read this from Microsoft about the 0x8024d007 error.
At this point, you may just want to back up your personal files on external media and do a clean reformat/reinstall of Windows. If they replaced the motherboard with a non-Dell board, you're going to need to buy a retail Windows XP SP3 CD because the Dell OEM CD won't install Windows if the PC has a non-Dell motherboard.
