No it doesn't normally have internal speakers. You must attach headphones or external speakers--but not both-- to hear sounds. Attaching headphones mutes the external speakers.
Some business models like the Optiplex can be ordered with internal speakers.

Thank you Mary G. I appreciate the prompt response.You saved me from chasing a non-existent problem. I expect new speakers to arrive tomorrow. Bill
