A power supply tester is not 100% accurate. It will test the power supply for turning on and voltages, however, it does not test the power supply under load. A defective power supply can check OK with no load and be bad under load.
As 99% of the Dimension E510/5150's with a blinking amber power light have been power supply problems, you are probably looking at a bad power supply too. The E510/5150 uses a standard ATX power supply. I would suggest getting one of the "modular" power supply types as there is very limited space to stuff all the extra and unused power cables and connectors from standard power supplies and not interfere with air flow inside the case.

Most of the problems with this model are the power supply. You should have no trouble finding one for about $30.
