Does the keyboard work? If it does, you can turn off the keyboard error messages in the BIOS setup.

Did you try a different keyboard and different USB ports?

If that doesn't help, try resetting the CMOS.

You might want to replace the battery on the motherboard, if clearing NVRAM doesn't solve the problem, assuming the keyboard works.

Guess you have to start wondering if it's a bum motherboard... :(

There seems to be a lot of that going around. I wonder how many failures are due to USB problems that can't be resolved because of the USB only keyboards.

Lets try something different. What color are the diagnostic LEDS on front of the tower? If not all green, look up error code here:

http://support.dell.com/support/edocs/systems/xps400/sm/adtshoot.htm#wp1054184

Any beep codes, eg 3-2-4 (Keyboard Controller Test failure)?

And you're sure you tried all USB ports on rear of the tower, and cleared NVRAM by removing the jumper and/or by removing the battery for a few minutes?

Put XP CD in optical drive and power off. Power on and see if it'll boot from CD. If not, then you may be back to a bum motherboard.

I suppose you could pull out all PCI cards except video, disconnect all drives except hard drive, remove all RAM modules except the one in slot 1 and clear NVRAM by removing the battery again. Then try to boot.

Not looking too promising. :(
