There is no options to allow bootable CD's on your DVD drive, it's automatic.  I assume the DVD drive was installed correctly and is being recognized by the BIOS (Dell's use Cable Select as the device addressing on optical drives).

 

But, whichever drive you want to use, make that the first bootable device in the BIOS.
