cannot display video mode? cant access safe mode or computer? canot log on?

Dell Technical Support told me my video-card was causing the following problem (my video card is an Nvida one):
 
Hi,
 
I am having quite a problem with my computer. After playing on a game and changing the resolution, my computer would then start up displaying the message "cannot display this video mode", the main problem is that I can now not actually access my computer because whenever this appears, it restarts and goes round in circles.
 
I then phoned Dell Technical Support and was told to remove my video card and then put it back. I have done this and now, the "cannot display this video mode" screen no longer appears, the computer simply goes around in circles, constantly restarting.

I can not even enter safe mode when asked to choose from the list of:
Safe Mode, Safe Mode With Networking, Safe Mode With Command Prompt, Last Known Working Configurations, Start Windows Normally.
 
All of these do not work and simply restart the computer, bringing the same screen up.
 
I do not want to uninstall windows and hoped someone might have an answer?

It might happened when u tried to reseat the video card .. the hardware configuration might have caused u some problems with the system .. so u can try these steps . get in the system bios by tapping the F2 key when u c the dell logo .. (n it will also be helpfull u mention the system type ..) so if u c an option Maintaince select that n there will be an option Load defaults .. do that n press esc key n save the echanges n exit .. if it still no able to boot in might be that windows got curroupted due to the several time u turn off n restarted system .. ..
