You may want to check the CD/DVD section of the forum, as that is most appropriate for a CD/DVD issue. 

However, do you have the drive strapped correctly?  The factory device type settings are to use "Cable Select" (may be labled CS or CSEL on the drive).  If you have installed it and have it strapped as a slave or master, or changed the factory scheme to master/slave, change it back to Cable Select.  Also, make sure the "use digital audio" is selected for the Drive (actually any CD/DVD drive) in the Windows Device Manager.

Hi Firebird

 

the drive is cable selected and checked the device manager and use digital audio is checked. The computer already has a DVD + CD R/W that works fine - therfore cant figure out why this new DVD R/W drive is not working. Its an OEM version - and was not supplied with any drivers - however this should not be an issue ... according to the on-line NEC manual. Any more ideas?

There are no 3rd party drivers for CD/DVD drives, just the built in Windows drivers. 
 
Uninstall the drive in the Windows Device Manager and then restart the PC.  Before it starts Windows, check the BIOS to make sure it is being properly detected there.  If it is not being detected correctly, doublecheck the Device Strapping to verify it is on Cable Select and that the IDZE Ribbon cable is on correctly and fully seated.  If the BIOS is still not properly detecting the drive it may be faulty, but you could try swapping positions (at least positions on the IDE cable to see if that makes any difference. 
When you do finally restart Windows, it should detect the drive and install it (refresh it).  Many times just the uninstall/reinstall will correct flakey problems.
 
Finally make sure it's set to DMA, not PIO as this could make a difference.  Here is a link to The Predator, our resident CD/DVD drive expert's site, scan through the info he has an maybe something there will be relative to your issue.  http://www.the-predator.com/
