program keeps trying to install itself

every time i log on, a message pops up that says:

"TopMoxie requires the Microsoft Virtual Machine.
Download it from http://www.microsoft.com/java/vm/dll_vm40.htm"

so this program isn't installed on the computer, so i can't just delete it, but it keeps trying to install itself.
i've tried to go to that site and download what it needs so i can install it and then delete it, but the site says that the "Microsoft Virtual Machine" it needs is no longer available, or something.. and i've tried to contact the makers of TopMoxie, but they haven't tried to contact me back.

is there anything i can do? it doesn't seem to be messing up my system, but it's really annoying, and i want it gone!!
