booting in safe mode does not work as the usb is disabled in windows device manager and in safe mode the mouse and keyboard still do not work.
What I really need is to be able to switch from limited to admin and use the on screen keyboard to enter the password, unfortunately this means that I need to switch users without logging off as when I log off from limited it also closes the keyboard.
Try selecting "Last known good" from the F8 menu (same menu where you found Safe Mode).
If that doesn't work, you may need to boot from XP CD and run Repair/Reinstall of XP. Personal files and software will be ok, but you will need to reinstall all XP updates and fixes (eg, SP3) again.
In addition to the above, you will also need to install some of your software, too. As a restore will wipe their registry settings and some of their files.
All sorted, I just purchased a usb pci card and opened the limited account, waited while it detected the hardware and rebooted with kb and mouse plugged into the new card, this enabled me to load the admin account and re-activate the usb-pci bridge.

Which OS are you using? You could try booting to safe mode and seeing if that works.
