application was unable to start correctly (0xc000007b)

is physical corruption

Factory restore does not repair Physically damaged drives.

There are no soft fixes for hard errors.

This error is most likely a result of an executable trying to load a corrupted 64-bit (x64) DLL

You have to replace the bad drive and reinstall from scratch.

There's no one size fits all way. Depends on the exact model of Dell.
