Download the 32-bit diagnostics for your system from Downloads for your Dell. That runs from a version of DOS; you can run just the test on your serial and parallel ports. See whether it detects/diagnoses the problem. You may have a defective serial port; in which case you will have to call tech support to correct the problem (replace motherboard, probably).

Resolution Assistant? That hasn't been a viable program since the end of July. Am not surprised it's giving you trouble. Uninstall it.
