startup disk will not work

i made a new startup disk the other day and tried it..when i put it in and restarted system it started up normal..can anyone help...system says floppy drive is working properly

Check in your BIOS setup (F2 early in boot) to make certain that the floppy drive precedes the hard drive in boot order; I recommend that the order be CD-ROM, floppy, and, last, the hard drive. If there is no media in the first two drives, it automatically switches to the hard drive.
