yellow light motherboard computer will not boot

I've inherited an Optiplex 780 that had no harddrive but was working when the previous owner removed it.  I purchased and hooked up a new harddrive.  When I try to turn the computer on, I just get 2 beeps and no booting.  No flashing light codes or further beeps.  There is a yellow light on the mother board that does not flash.  Anyone have ideas?

Thanks

No memory Detected is LOW and SLOW beep beep beep.

2 Beeps means there is an error.  Video is common.

If there is a video card installed remove it.

Two beeps means no memory is detected.  Are there memory modules in place?

LED on motherboard is perfectly normal.

What form factor 780 is this, desktop, tower, small form, ultra-small?

Have you checked the 4 diagnostic LEDs on rear of PC when it won't boot? Look up error code in the manual: downloads.dell.com/.../optiplex-780_service manual2_en-us.pdf

Tried installing a fresh motherboard battery?

Are you sure those RAM modules are compatible with this PC? Have you tested them one at a time in slot 1?
